ANZCA International Scholarship for Students from Developing Countries, Australia & New Zealand

The Australian and New Zealand College of Anaesthetists invites suitable applicants for the ANZCA International Scholarship for 2012.

This prestigious award is directed at anaesthetists / pain medicine specialists who are destined to be medical leaders in their home countries. The scholarship is offered to a recently qualified specialist (up to 40 years of age) from a developing country. It is intended to provide an opportunity for the specialist to develop skills to manage a department, act as a role model to local clinicians and promote education and training in their home country.

The scholarship is tenable for up to one year in a department of a major hospital in Australia or New Zealand. It covers travel expenses between the home country and Australia or New Zealand. A living allowance will be provided. During the tenure of the scholarship it is expected that the appointee will attend the annual scientific meeting of the College and other relevant activities.

AIM
To foster leadership in anaesthesia and pain medicine in developing countries, by providing a recently qualified specialist with the opportunity to pursue additional training in Australia or New Zealand.

OBJECTIVES
The scholarship is designed to increase the recipient’s capacity to advance anaesthesia and/or pain medicine for the benefit of his or her community. The scholarship will provide an opportunity for the recipient to improve knowledge, skills and attributes across the following roles:

  • Medical expert in anaesthesia and/or pain medicine
  • Communicator and collaborator
  • Manager
  • Health advocate
  • Scholar and teacher
  • Professional

SCOPE
The scholarship is intended to allow the recipient to join the staff of a major hospital or rotation in Australia or New Zealand for a period of up to one year. This may be adapted to the requirements of the individual recipient. The recipient will be expected to attend the New Fellows’ Conference and the Annual Scientific Meeting of the College and/or Faculty of Pain Medicine, in addition to undertaking other relevant activities (for example, Effective Management of Anaesthetic Crises, regional continuing medical education meetings).

ELIGIBILITY
Applicants are required to satisfy the following criteria:

  1. A graduate of his or her country’s specialty training program to local fellowship or masters level.
  2. Aged between 25 and 40 years.
  3. Citizenship of a developing country.
  4. Must not have residency status in Australia or New Zealand.
  5. Meets the relevant Australian and New Zealand government immigration requirements.
  6. Meets the eligibility criteria imposed by the government of his or her country of citizenship.
  7. Adequate knowledge of the English language to satisfy Australian or New Zealand medical registration requirements (e.g. IELTS)
  8. Capacity to become a leader in anaesthesia and/or pain medicine in his or her own country.
  9. Timely submission of a detailed application on the appropriate form, supported by sponsorship statements and contact details of referees.
  10. Ability to commence the scholarship in the calendar year for which it is offered.
  11. Must not hold another scholarship during the period of this scholarship.

FUNDING
Funding will cover:

  • Return economy class airfare between home country and Australia or New Zealand. Assistance for family travel may be provided.
  • Visa, medical insurance, registration, police check and other related expenses.
  • A living allowance.
  • Costs of attendance at approved educational activities.

SELECTION
Members of the Overseas Aid Committee will consider the potential of each applicant to contribute to anaesthesia or pain medicine in his or her country through:

  • Developing leadership and expertise in the clinical domains.
  • Acting as a role model to other local clinicians and health professionals.
  • Promoting education and training and high standards.
  • A recommendation will subsequently be made to ANZCA Council for approval.

CONDITIONS
A supervisor in the training hospital must be nominated to provide oversight for the scholarship holder. The holder should meet with his/her supervisor at least every 3 months and complete an In Training Assessment form (or equivalent). This should be submitted to the Chair of the Overseas Aid Committee. The holder of the scholarship must comply with the terms described in these guidelines which include achieving satisfactory progress throughout the year, and attendance at College functions as required. The scholarship may be withdrawn if these terms are not satisfied. By accepting the scholarship, the recipient agrees to return to his or her home country at the scholarship’s close.
